uU.S. DEPARTMENT OF DEFENSE, NATIONAL GUARD BUREAU (NGB)
Implemented a financial management review program for Project ChalleNGe, a military-based alternative education program funded by the National Guard Bureau (NGB). Developed assessment methodology and review protocols for the examination of State National Guard agencies’ policies, practices, financial records and operating results. Conducted 31 site visits of ChalleNGe programs. Briefed NGB program managers on issues encountered and recommended corrective actions. Delivered presentations and provided ongoing consultation to ChalleNGe program directors, Adjutant Generals and State Resource Managers.
uU.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES, CENTER FOR SUBSTANCE ABUSE TREATMENT (CSAT)
Conducted assessments of State Alcohol and Other Drug Treatment agencies that received Substance Abuse Prevention and Treatment Block Grant (SAPTBG) funds. Evaluated organizational effectiveness and compliance with SAPTBG regulations.
Provided consultation on financial management system development, SAPTBG compliance and financial analysis to substance abuse treatment providers participating in the National Leadership Institute program.
Delivered technical assistance (TA) and training to State alcohol and other drug treatment agencies on a number of topics including OMB A-133 compliance, sub-recipient monitoring, development of cost finding and rate setting systems, calculation of SAPTBG set – asides and SAPTBG regulations.
uU.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES, CENTER FOR SUBSTANCE ABUSE PREVENTION (CSAP)
Conducted site visits to AssessState alcohol and other drug prevention agencies that received SAPTBG funds. Reviewed State management of the required 20-percent prevention set-aside and appraised the States’ prevention systems to ascertain strengths, areas for improving performance and TA needs.
Conducted site visits to monitor and support States’ progress toward meeting the requirements of CSAP youth tobacco access control regulations (Synar). Verified information submitted in the States’ annual Synar reports, assessed program compliance with the Synar regulatory requirements, identified potential areas for technical assistance (TA) and collected Synar program data on innovative strategies and effective practices.
uNONPROFIT FINANCIAL CENTER (NFC)
Conducted assessments of community-based organizations (CBO) receiving foundation grants to evaluate their financial and administrative capabilities. Administered NFC’S Financial Checkup assessment protocol to evaluate key performance areas. Offered assistance in addressing CBO needs
Provided controllership services to CBOs that needed temporary assistance to prepare for upcoming audits and to develop financial management systems. Updated accounting records, developed financial reports and managed audit processes.
Delivered training to CBOs on effective financial management strategies and techniques. Trainings covered board of director fiduciary responsibilities, financial statements, financial analysis, strategic planning, budgeting, cost finding and accounting system development.
uU.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES, HEAD START BUREAU (HSB)
Conducted on-site reviews of grantee organizations that receive federal funding to provide Head Start and Early Head Start services.Assessed grantee compliance with federal regulations and overall operational effectiveness.
¨DISTRICT OF COLUMBIA, HIV/AIDS BUREAU
Delivered training and technical assistance to community-based HIV/AIDS services providers on financial management issues including selection of accounting software, financial reporting and grant compliance.
Provided CFO services to grant-funded nonprofit organizations. Implemented accounting systems, developed policy and procedure manuals, monitored budgets, managed annual audits, prepared financial reports and tax returns.
